LONDON (5th June 2009) – IHS Jane’s launches Jane’s Intelligence Weekly, a new publication designed to provide analysis on security issues worldwide.

Jane’s Intelligence Weekly delivers insight produced by IHS Jane's global network of contributors and in-house experts. The publication’s analysis is supported by satellite imagery intelligence, as well as quantitative risk assessments provided by Jane's Country Risk Ratings. Regular features will include: Jane's Security Alerts, which provide a snapshot of forthcoming global security developments, and a weekly biography of high-profile personnel.

Highlights from the first issue of Jane’s Intelligence Weekly, include:

South Korea Moves to Heightened Alert Level

Event: South Korea raised its five-level Watch Condition (Watchcon) to level two on 28 May for the fifth time since the Korean War ended in 1953. The move came after North Korea’s 25 May nuclear test.

The increase in Watchcon from level three means that the South Korea-U.S. Combined Forces Command (CFC) will deploy additional intelligence-collecting assets and increase reconnaissance missions.

The heightened alert status of the CFC came after North Korea's bellicose reaction to South Korea joining the Proliferation Security Initiative (PSI) on 26 May. Pyongyang subsequently stated through its state-run news agency, "The Korean War armistice has lost its binding power, so the Korean peninsula is at war."

The launch issue of Jane’s intelligence Weekly carries imagery from DigitalGlobe’s Quickbird satellite on 14 May of the likely site of North Korea’s two nuclear tests in 2006 and 2009. The imagery identifies significant excavation, indicating recent tunnelling, at an underground facility at the site and personnel and vehicles were observed at barracks and maintenance bays. A heavily secured compound adjacent to the region’s only road access point also shows evidence of underground activity.

Jane’s Intelligence Weekly Forecast: Large-scale conflict on the Korean peninsula is improbable. The vast technological superiority of South Korean security forces and the presence of 28,500 U.S. troops in the country serve as an effective military deterrent. Reflecting this, while Watchcon was raised to level two, the Defence Readiness Condition (Defcon) remains at level four. Nonetheless, should South Korea engage in PSI-related interdictions of North Korean vessels, a naval clash near the disputed maritime border in the Yellow Sea ( West Sea) is possible.

China Forges Ahead With New Aircraft Carrier

Event: Commercial satellite imagery made available to IHS Jane’s by DigitalGlobe confirms that China has moved an aircraft carrier into a newly constructed dry dock in the northeastern port of Dalian.

Jane’s Intelligence Weekly Forecast: In early 2009, Chinese military shipyard sources told press outlets that the People’s Liberation Army would build two conventionally powered indigenous aircraft carriers approximately the same size as the Varyag, plus two more nuclear-powered carriers, over the next decade. The ship’s new location suggests the military will continue to advance this plan by 2020, with the carrier acting as a training vehicle to aid the construction of future vessels.

Taliban’s Deputy Leader Claims Lahore Attack

Event: On 28 May, a key Pakistani Taliban commander claimed responsibility for the 27 May Lahore attack that killed at least 26 people and wounded hundreds more.

Jane’s Intelligence Weekly Forecast: Investigations into recent attacks in Pakistan’s key cities since late last year are likely to be complicated by the fact that militancy in the country can not be viewed as ethnically segregated. Nevertheless, Pakistan’s federal, cultural and commercial capitals ( Islamabad, Lahore and Karachi, respectively) are likely to come under increasing militant attacks over the short term, particularly targeting the country’s law enforcement apparatus and Shia organisations.

Sri Lanka’s Fragile Post-Prabhakaran Future

Event: Velupillai Prabhakaran’s death on 17 May signalled the end of Sri Lanka’s 25-year civil war, and capped the destruction of the Liberation Tigers of Tamil Eelam (LTTE) as a military force.

Jane’s Intelligence Weekly Forecast: The government’s moves in the next few months will have a critical impact on the course of a post-war Sri Lanka. However, the uncertainty and unfamiliarity of the present period also bears the possibility of opening unanticipated problems and prospects. Nevertheless, over the short term, the government is likely to seek to capitalise on the popularity gained from the war by calling for early parliamentary elections in late 2009.
